T.O.P.S. was formed in 1993 with the mission to provide the public access to scenic areas through high quality, safe and professional air tour operators.

T.O.P.S. members meet regularly with other flightseeing tour operators and share the best practices for safety and service. In addition we open ourselves voluntarily to an audit of our safety practices annually to the T.O.P.S. board of review. This review certifies that our procedures regarding training and maintenance adheres to and exceeds the strict rules of the FAA for standard safety regulations.
